Statutory & Public Infrastructure Services
Supporting public bodies through statutory enforcement, scheme administration and regulatory services.
Pierse Fitzgibbon provides specialist legal and operational services to public bodies operating within statutory and regulatory frameworks. Through formal appointments, we support the administration, enforcement and delivery of public schemes and infrastructure services requiring high levels of governance, accountability and procedural compliance.
Our experience includes appointments involving statutory enforcement, scheme administration and regulatory processes where legal expertise must be combined with robust operational capability. This work requires disciplined process management, transparent reporting and the ability to deliver services consistently within clearly defined legislative parameters.
Who We Act For
We act as Enforcement Service Provider to Transport Infrastructure Ireland (TII) in relation to the M50 barrier-free eFlow tolling system.
Our role involves enforcing tolls in accordance with the Roads Act 1993 and the applicable M50 by-laws, using only the statutory mechanisms provided for under the legislation.
We act solely on behalf of Transport Infrastructure Ireland in this capacity. We do not act for road users and do not provide legal advice to members of the public in relation to toll payment, penalties or enforcement matters.
We also act for public bodies in the administration of public schemes that require structured assessment, procedural oversight and consistent application of scheme criteria.
The ZEHVI grant scheme supports the transition to low-emission transport. Our role includes managing applications, assessing eligibility against published criteria and overseeing interactions with applicants in line with the scheme terms.
By managing the administrative and procedural elements of the scheme, we allow client teams to focus on policy delivery and operational priorities, while ensuring decisions are applied fairly and in line with governance requirements.

How We Work
Our approach to statutory and public infrastructure appointments is practical, disciplined and process-focused. We operate within clearly defined roles, apply legislative and scheme requirements as set out, and ensure procedures are followed accurately.
Quality and governance are central to how we work. We maintain clear communication, robust internal processes, audit trails and reliable reporting structures to support transparency and accountability throughout the appointment.
Firm-Wide Expertise
Statutory appointments can, at times, give rise to related legal issues, including enforcement and regulatory compliance. Where this occurs, we draw on experience from across the firm to address those matters in a coordinated and practical way.
This allows public bodies to benefit from broader legal insight where needed, while maintaining clarity around the scope, limits and purpose of the statutory role.
